Jupiter is the planet of good fortune, optimism and expansion. Neptune is the ruler of dreams, psychic, and creativity. Sometimes the joints can be stressful and sometimes can be positive. It all depends on the situation and people react to it.
Jupiter and Neptune are slow outer planets. Jupiter is about 12 years to orbit the sun, Neptune takes 165 years to orbit once. Therefore, this aspectonly occurs approximately every 13 years.
